Realigning a wheel

I know I'm a complete novice (tit) at attempting to fix bikes. So bad when I had a puncture, I took the front wheel to Halfords to fit a new tube then came back and forced the (quick release ) wheel back on without releasing the brake blocks had to be released(i posted about this already). So today I tried to sort it out, the lever on the wheel is stuck at open and the brake blocks still rub against the rim. How the F do I get the lever to the closed position, it looked simple but doesn't want to budge. Then how do I realign the wheel / blocks. I don't want to bring it to Halfords to sort although I made a mistake and bought a service contract, so it's covered. It's my Sirrus that has the problem.

Undo the bolt on the other end of the quick release slightly.

Take the wheel out and put it in the the other way round
