Rain cover question

I've got myself a CarraDura Maxi Saddlepack. It comes with a rain cover, which basically looks like a bright yellow shower cap with a single heavily reinforced eyelet. I can't work out how to fit it. There are no instructions, so I assume it is a standard thing. There is no obvious hook or stud for the eyelet.

Any hints gratefully received, it keeps raining!

Isn't the eyelet for the saddle bracket to go through ?

What's a saddle bracket? Professor google doesn't seem to know either.
