You want p clips then you can fit any rack.

You can also get seatpost collars with attachments. But you also need a mounting point at the bottom

The topeak RX range is good for commuting loads. Just clamps to the seat post.
Probably no good for heavy touring.

I don't think Tailfin needs any eyelets.

The lower mounting points take all the weight, and P-clips aren't really adequate.
If there's no eyelet, the best option is to use a rack that fits using the rear QR skewer
e.g. https://www.sjscycles.co.uk/carriers-racks/black-mpart-ax3d-disc-rear-rack-with-qr/ (there are others)
Tubus also do a QR fitting conversion kit for their racks.
At the top, use either P-clips or a seat post collar with rack mount

Seatpost racks like the Topeak RX are only any good for light loads.

Two bodge options if the frame is not precious.

I used cable ties with a rack that had to carry just a change of clothes and they lasted about 300 miles before needing to be replaced. This was old steel frame it may not work on a more modern frame as they may be nowhere to tie the bottom to.

If it is an older bike with dropouts that have cutout use something like Gorilla Weld to fix a bolt in the gap.

I did try p clips but as suggested above the ones at the bottom of the rack slipped downwards, 531 seat stays are tapered.

I recently bought a rack from Decathlon that clamps to the seat post. Works quite well as long as you make sure the clamp is very tight.
