Why would you want to? Quill stems are elegant, functional, and they never get stuck.

My winter ride road bike has a quil stem and I wondered if It could be changed for a normal road stem.
If by normal you mean current ahead stems then there are Stem converters for 1 inch quill to 1-1 / 8 inch threadless

Make sure whatever stem you use is compatible with your bars of course

Quill stems, like alloy seatpins can and do get very stuck on occasion, especially if the frame and fork steerer are steel. If you use that combnation best to remove and grease to help stop this happening.

Keep Calm and OMG.......CAKES!!
I was hoping to make my reach a little shorter and change the drop bars to a more compact set.
I'm now more used to my summer ride bike which has a shorter reach and I found during my rides through the winter that I was getting rather a lot of back ache

You can get quill stems with quite short reaches - mine's only a couple of inches or so. Sort of like this one, but a bit shorter. Bit of googling around and/or keeping an eye on ebay should find one fairly soon, I'd have thought.
