The wet lubricates the sharp object that causes them and makes it easier to penetrate the tyre so they are more frequent in the wet.

I've not fixed many punctures in the rain. But don't know how many were on 'wet' roads.

Yes wet roads will chuck more crap out, especially in the gutter/verge, tip: keep tyres pumped up IE above 100PSI and stay out of the gutter!

Yes but on the other hand its usually winter too - and I probably check my tyres less due to the cold and wet so they might be not optimally inflated.

15 of us did a 2 day ride in Norfolk, Kings Lynn to Yarmouth and back. Day 1 rain, 22 Punctures! Day 2 Dry, zero punctures. Similar roads, mix of Roadie, Hybrid and MTB's bikes.
 
Varies here.My last on it's was definitely a dry nail.
