Puncture repair

I've fixed punctures before, but when attempting to fix this tube I noticed that a pale blue 'lubricant' was within the tube. However well I tried to clean the surface prior to attaching the patch there was still a little pale blue to be seen.

The tube brand was 'Kenda'

All comments and advice welcome.

Possibly one of Kenda's puncture proof resistant tubes?, although they don't state the colour of the sealant.
