Problem With Disc Breaks

I recently bought a new mountain bike (a cheap one, £120) and i had an initial issue with the front wheel with the break pads rubbing and making a noise. I adjusted the pads and from then on i had issues. I went for a long bike ride yesterday and i found the pads getting less and less effective with tightening needed twice. Eventually the pads stopped working at all and wouldnt do any different to breaking and would not move. The breaks then went later on to apply resistance to my front wheel so i had to loosen them and use the back disc breaks only.

I was wondering if anyone knows how i am suppose to go about fitting the pads properly as i think when i tried adjusting it when i was building the bike i may of put them back wrong. I have included some pictures below of the pads themself and the system.

A secondary question is also that my back breaks when going fast will slow me down rather than stop me as quick as i would like. Is this a disc break thing or do they need adjusting?

Just thought i would give an updated based on what i read on these forums. It seems like so far the issue is solved my holding the breaks closed when tightening them and the bolt connector on the quick release went on the wrong side, pushing the wheel more to one side and rubbing against the discs inside which cant be moved. Any idea if this is the final solution?

Do you not have any adjustment at the brake leaver end? ...failing that you can slacken the cable bolt on the caliper and push the caliper arm with your thumb (as to apply the brakes) pull the cable tight and then tighten the cable bolt again .. that should take up an slack in the cables.

Cheers NormanD! This ended up helping a lot. The breaks work now without rubbing against the wheel! They dont break as well as i have experienced with other styles of breaks, but i assume this is due to them being pads or them just being cheap?
