I have a felt F series and was wondering what kind of panniers you can get for it as it doesnt have a pannier fixing bracket... the pannier would ideally need to be fixed to the rear skewer/axle and then to the seat post, I am aware of the seat post ones but they dont carry enough weight. any alternatives or models that can carry weight? cheers.

P clips can be added to allow panniers to be fitted to a frame that does not have the appropriate holes. However, be aware that road frames are shorter than touring frames and you could well find yourself clipping the pannier with your heel. If do decide to go down this route, i would suggest borrowing a pannier and simulate the path of the shoe/heel in relation to the pannier position.
