Pannier rack - avoiding heel strike

So I currently have the rack that came with my 2010 Ridgeback Speed on my Triban 3 roadbike, together with a Mobina pannier bag I bought on Amazon.

Two problems I have with this set up - the bag randomly wheel or...something, sometimes, but the main problem is heel strike. I actually have to move the bag further bag than I ought to (to such an extent that it overhangs) so I can cycle properly.

Anyway, unsurprisingly I want a rack which will solve both of these problems. Any ideas? Obviously I don't want to spend £20-30 (my budget) on a new rack only to find it presents me with the same problems.

Some frames have a small rear triangle not big enough when combined with folk with big feet (do you have big feet?). Are the bags quite long horizontally wise? I have a pair of Ortliebs and you can adjust how far forward or back they sit. Works well for me on a relativity aggressive geometry bike and stonking great flippers for feet.

I've got a Blackburn Pannier and to avoid heel strike when the pannier is in a central position, I have to put the pannier further to the rear. There's no overhang luckily.
