I have bought wheels from ebay in the past and they came wrapped in bubble wrap with heavy cardboard folded over the outside. They survived the journey without damage and packing them like this is very cheap.
I sold some on ebay and did the bubble wrap and card board. Just use heavy duty tape and ensure that they are firmly held in place and reinforced where needed.
Pack them well - that's all you need to do. I used a wheel box from a set of wheels I'd recently ordered.....just a large box, with some additional cardboard inserts to hold the wheels nicely in place.
I sold some wheels on ebay not that long ago and used part of a bike box (cut up and resized myself) with a shoot load of bubble wrap. I wasn't particulary confident of the robustness of the packaging but it made it fine.
