Are they for the seat stays or where the bosses should be? They come in all sorts of sizes and styles and I just wanted to know if it really mattered where they went.

They position relative to where they are needed. They're different sizes due to different tube dimensions. So they go at the tops of the seat stays for racks, bottom for lower rack fixings and guards

I can't find a great picture, but this gives you an idea

It depends what you are wanting to attach. If you don't have bosses for rack or mudguards, put them where you need them.
At least that would be my opinion.

My tube diameter is 60mm. I have found some p-clips to fit this but they are very expensive. Where are the cheapest ones?

60mm? I think that part of the bike is known as the tyre!

It is the part shown in the picture above. I have measured it with a tape measure and it comes out at 6cm or 60mm.
It is the circumference. It does seem like a large number compared to what I can find online. My seat stays are 10mm.

I am doing something wrong. Someone help.

I have just realised. The clips are refering to diameter, not circumference. Therefore a 60mm circumference is going to be a 19mm diameter. Should I go up or down as the clips only come in either 18 or 20mm?

Up. The 18mm will be too tight. If the 20mm clip is too big (which I doubt) it's easy to pad it out with a bit of old inner tube.

Personally, I used 21mm stainless ones from a marine chandlery which I found a better fit than the sort stocked by most bike shops.

I have accurately measured it and it is 20mm so I think I will get that size. If they are too small, then I can always send them back and get an exchange for a bigger size.
