How do I adjust this? Where it is attached to the wheel it needs more tension I assume because when it was about like this it was skipping on the easier gears. After I tried to fix it, it doesn't even want to go onto the easiest gear. I tightened and loosened the phillips screw on the derailer and made the cable longer or shorter by loosening the screw that holds the cable, then pulling or pushing the cable, then tightening the screw. Thank you.

That is a long-obsolete Positron derailleur and that is a wire, not a cable. Don’t damage the wire as replacements are hen’s teeth. You will have to look for Positron derailleur adjustment as it is slightly different to modern derailleurs.
