Because where I cycle there is rarely a 3G phone signal which most of the map apps rely on :-).......

Mine just uses 2G if the 3G isn't there. Takes an age to download maps though.

I also have an app called Grid Reference from appszoom which is a quick cheat for finding myself on the paper maps mentioned above LINK It just uses the GPS offline.
 
Also use offline maps here - but on my iPhone so can't help on the recommendation for OP. I also use Navfree which works well.
Living rurally I can understand the need for offline maps because

Citymaps2Go could be an option for the OP - despite the name they cover more than just cities, but you need to download areas at a time. also if they don't have a map for the city/area you are going to (this is a world wide app) they will write one for you which takes a couple of weeks usually but IMO is excellent service for a free app. there is a paid for version - not sure what the difference is.

Yep, my phone falls back to Edge and then 2G, but without a 3G signal I know that I have got a 5 minute wait for the maps to load by which time I have cooled down too much, so unless I have 3G I never bother even checking the phone maps :-)

Just out of interest does strava use data allowance if your on Pay-as-u-go as I finally joined the 21st centre and got an android smart phone? Or could I use an app that I've downloaded the maps for to do a similar thing?

Not afaik, you can save the ride at the end then connect your phone to your pc and then upload it.

The problem I had with one app (Strava, Endomondo, et al - I don't remember which) was that it would try to upload the ride the moment I pressed 'Ride Finished'. This was no good to me because I didn't have a data connection. I'd have to leave the app running until I was back inside and could get a wi-fi connection - adding x minutes to the ride time!

^^ you can use it offline and upload when you have a wireless signal (which is what I was doing until i fell out with it failing to see my routes - not close enough to the road, or just failing to record anything between A and B and deciding I could fly). The strava app does have an explore option as well which will require some connection to the outside world and can effectively be an online map as well,

With mine, it would try & fail to uploadif there was not a connection, then as and when I told it to refresh/resync (feed button at the bottom of the screen) it would upload. I also frequenly closed the program with a saved ride not uploaded and was able to upload it later.

You should be abe to use the Bike Hub app offline too by downloading map tiles/areas (as per google advice above).
