What are you supposed to do with these dangly bits once the boots are done up?

Andrew, you are soooo not with it
The dangly bits are the "new style" shoe laces. You put them under the velcro strap.
Why have laces and velcro you ask yourself?
Probably to provide more tight fitting if needed, me thinks.

Ooh, have you got yourself new winter boots? Me too, about a month back. Yes, they don't really seem to fit all that neatly but the velcro does go smoothly over the top.

I do what Pat has mentioned and tuck them under the velcro. It's Northwave - one word!

I wrap the excess around the toggle thingy then pull the flaps over.
I find it also helps the toggly wotsit stop loosening off as well

Toggly wotsit should not be loosening off by itself if toggle thingy is pulled properly.
Was recently trying on some shoes with that new kind of laces: sadly could not find my size, had to get a pair of normal laced shoes

Toggly wotsits sound like something Wiggle would put in your orders.

I suspect that North Wave have a bit of a track record on this front. I have some of their Mission MTB-style trainers. Having laced them up, I'm left with 450mm of spare laces on each side. I know that NW suit wide feet, but how fat do they have to be to use up that surplus? BTW, it's a right pain making eight knots to get rid of the excess before lashing it down under the Velcro thingy.
...and breathe...
