No towbar, 4 bikes (kids and adult)

I have a rear mounted carrier which is fine for my 2 bikes but cannot take eldest's 20". Ideally I want to carry 4 bikes but we don't have a tow-bar. Are there any rear carriers that will do this or do we need to get a tow-bar fitted?

A tow bar based rack will always be more secure. Before I got mine fitted I was always worrying about bikes falling off or whatever.

No because my wife will want to use it and she won't be able to lift the bikes that high.
