Basically ... yes 
What's new allows one to sift between new posts, new media, new profile posts and so on.
We had this in the old version too, but it was less visible on the main page.

Thanks @Pat "5mph" - to expand on this a little:
- What's New is a list of new content, including new posts
- New posts is a list of new posts that you have not read, and is only visible to logged-in members
- Recent posts is a list of all recent posts, both read and unread
