New Bottom Bracket - feels a little ... grindy?

Just received a Stronglight Track 2000 crankset from Planet X, along with a Stronglight JP400 bottom bracket.

Haven't put them anywhere near a bike yet, but one thing that's concerned me already is turning the axle in the BB feels like it's rubbing against something internally - doesn't feel very smooth as I would expect.

Is this bad and I should send it back? Or is it normall, just needs to be run in a bit or something?

Does it feel as though it's rough or is it just a little stiff? If the latter I wouldn't worry as it will soon loosen up, if the former I would return it.
