I find a change of cycling clothes , on the basis of wear 1, wash 1, carry one. If Lyra that will dry quickly,. You probably only need exchanges of casual clothing evening wear , a change of 1 pr of shoes, all in not a lot ,but of course it depends on what you wear .
A pr.bofcpanniersciscmorecthan enough in my opinion, but I mainly camp when traveling.
June is likely to be warm and dry, so ought to be able to travel light especially if you can invest in stuff like Rohan clothing which is designed to be easy wearing ,wash easily And dries quickly.

That's the way to pack panniers - no spaces.

This is my bike loaded up for a 1 week Netherlands tour which we do every year (half term - end of May)
The saddle pack is 17 litres and the handlebar bag is 10 litres. Frame bag and top tube bag can also carry a few bits. I always envy tall people with large framed bikes as they can fit so much more into a frame bag than I can!
Take some warm clothing as the wind in the Netherlands even in June can be biting!

One of the fun things about taking a north sea ferry with your bike is chatting to the other bike tourers and bike packers and eyeing up each other's gear!
Got chatting to one guy a couple of years ago about the various merits of different handlebar bags and what to carry where.
"So what do you put in yours then?" says I
"Oh, only small bits - mostly cameras and my drone" he replies
And i think I'm bad at splashing out on fancy gadgets I don't really need!

On the other hand I do like Dutch touring, the freedom of not having to worry about conflict with cars, and the facilities for cycling,
I used my recumbent trike when I do, as in my Avatar, all the camping gear, aboard only one of those bags has clothing in !
