I have a handle on there(its a nob really) but i dont want to cut it down to need it to be longer again.

There's no point cutting the steerer until the bars are in the right position.
The SCRs geometry is just screwed up. Not only is the headtube stupidly long Giant have gone and put a massive cone shaped spacer on-top. This is all to try and compensate for the fact that the Top-tube is the wrong length.
Good luck getting it right.

Well Ive just removed the spacers as thats where I have felt most comfortable for the past few months.
