My aheadset has an extra bit!?

My new bike, a Decathlon B'twin Triban 3, has an extra part to the aheadset. It's a collar with a clamping bolt. It looks like it does the job of holding the steerer and the bearings together, in the way the the stem normally does.




This collar is below the spacers and stem, against the top of the head tube. Is this a correct assumption?

Useful - it allows you to loosen/adjust/take off the stem/spacers without the forks dropping down/out.
