As there's no suitable fixing holes on the frame, you may be limited to something like these:

The rubber grips provided to attach the arms onto the frame aren't perfect but securing using electrical tape works great. Perfect for winter use.
Halfords sell them too so you can examine them before you decide.

The Tarmac has so little clearance for full length mudguards and no traditional fixing/mounting points, the only ones that will fit are Crud Roadracers.
Ass savers are pretty good at keeping your arse dry.
