Mudguard eyes yet no clearance

Does this make sense to anyone?

I'm building up a steel frame. It was eyes for mudguards so I assumed it would have clearance for regular (SKS Chromoplastic type) guards.... but no

Does anyone know why a frame would be built like this?

A Chromoplastic will fit beneath the brake but it's snug against the tyre (23mm tyres)

Very strange, it even has mounts for a carrier. Looks like the cross piece has been welded too close. How about the forks?

Just a thought, might be worth making up a Z shaped bracket from mild steel or aluminum fixing on the opposite side of the cross piece with the guard cut short, which would then hold the mudguard just far enough away from the tyre. Clearance under the brake looks OK.

that was my thought as well... or that the frame isn't designed for 700c wheels , yet the fork has perfect clearance for 700c, a long drop brake and a mudguard

I've got a temporary bodge for the cross piece problem:

For the clearance on the rear brake I realised I shouldn't use a long drop caliper, here it is with a regular campag mirage caliper:

now if only the left hand arm (as we look at it here) was more square I could fit the mudguard slightly higher and i'd be in business! Does anyone happen to know of a "more square" 49mm drop rear caliper?? I long shot I know!
