What are the various numbers on the side of the old tyre? It's a roadbike with 26" wheels...how very odd...but then it is from Tesco! http://www.tesco.com/direct/muddyfox-blade-26-adult-road-bike-mens/210-8498.prd

It's quite difficult to find much info about this model as it's a very cheap catalogue bike. The description I've found claims 26" wheels and a 700c frame. (Hardly helpful as 700c is a wheel size )

Since it's a road style bike I'd say the 700x28 tyre should be about right. As @vickster says, what do the markings on the old tyre say? If they are the same as what you're trying put on it could be either a faulty tyre or a problem with the fitting.

All the references I have been able to find to the bike all state road bike with 26" wheels.
If you don't still have the old tyres which will be the best clue, then it is possible that the rims will have their size marked on them underneath the rim tape which might actually tell you

Someone may be able to correct me on this, but are not 26inch road wheels actually 650c road wheels?

You are right. 650C is one of the sizes known as 26". Also 650B which is the one that's common on small size road bikes. I wouldn't want to stick my neck out and say that this is the size the OP needs though as the description of the bike is so vague (and there is still that mention of 700C, even if it's misquoted as the frame size)

The suggestion of looking for the size on the rim is excellent of course . (Kicking myself now for not having said it ) The options are that it could be stamped into the rim, on a sticker on the rim or under the rim tape somewhere (as already suggested).

The size might be in the ETRTO format which will be 3 number rim diameter x 2 number rim width (EG: 622x17)
