The black clips do not move they are fixed to the mudguard.
Shortened the stays on the font ones. Quite easy after that. Still puzzled by the rear one.Your Carlton has the holes to bolt the stays to for the rear mudguard, but it looks like you are missing the clip to attach the mudguard to the bridge, it may have a hole drilled through it to directly bolt the mudguard to it.
The front fork has no bolt holes, so you will need P clips to attach the stays to.
...unless you undo the fixing bolt

Perhaps the reflector has been put on the wrong end? In a hole that is intended for fixing to the chain stay bridge?
