Mini cycle pumps at Tesco in the £1 bargain boxes go through the till at 25p. and they work too. I pumped up a 700x 32 tyre to a good, rideable pressure in a short time. They are quite good qaulity.
Are these the ones with the little pressure gauge? I think I paid £4 about a month ago for one of those. It's not great but with some swearing and a lot of sweating I managed to get a 700x23 up to 70 PSI which would be plenty to get you home.

No pressure gauge. It does quickly pump up a 700x32 to a pressure good enough for a bike with a heavy pannier plus rider. I tested it. Then bought 6 more. They are better than the Top Peak one I bought about 5 years ago and absoluely hate as it is next to useless.
