It's cream/ crème made from the milk of the Chamois. It's only milked in small quantities due to the difficulty in herding the animal, hence the higher price than regular cream.
It has antiseptic qualities and helps avoid saddle sore.
The lining of cycling shorts used to be made from the skin of the same animal, although modern shorts are mostly made from synthetic materials.

Aha. Wondered what it was when I saw it on Wiggle.
As Scoosh mentioned, wouldn't getting a bit of Sudocrem rubbed in be a far cheaper option?
Yes, or even vaseline.

I used cream for about 3 months then didn't need it anymore as my inner thigh's hardened up..
