I've cycled this canal once before with my two kids and sure as heck, if he threatened us with this - he would've been the first taking a dip.

He does say that the towpath is for pedestrians only which I don't believe to be true. Apparently this has happened on numerous occasions along the canal, which is actually a very pleasant place to ride a bike.

Hopefully the guy isn't too hard to track down and I hope that the young girl isn't put off cycling along to her training.

Well it is part of National Cycle Route 75, so it certainly shouldn't be true.

Though not actually signs once yiou get onto the towpath, that I could find.
 
It is not always clear but as far as I can see the Canal Trust say that cyclists are welcome on all towpaths if they behave responsibly

The one in the picture is wide and tarmaced - and all that I have seen like that are official cycle routes

The towpath I mostly ride on is an official cyclepath but, to be honest, it is not clear at any point
and the tarmacked part stops after a while so it becomes even less clear
and the point where the "Bridgewater Way" stops is also not clear - but after that cycling is still allowed it is just that no-one puts any effort to make it easy to cycle on

So - by definition he is wrong but probably doesn;t know that but he KNOWS he is right because it is obvious (to him)

and I note that he was threatening a young girl and a woman

but also a jogger and another cyclits came along and said he had threatened them as well

sounds like he need help

It's in Scotland so nothing to do with the Canal Trust.
Scottish Canals would be the relevant body here.
But in any case, canal towpaths are covered by the access legislation of The Land Reform Act, and as such, cycling is perfectly legal.
