Mal rees frame id

Walking past a junk/bike shop and my eye was caught by a very tidy wraparound seat cluster and nice brake bridge.
The frame was heavily over painted (3 coats), and chained up with a number of other prisoners in the street.
When I picked it up the harmonious vibrations of vintage quality lit up my synapses like the proverbial christmas tree.
Sadly there was no fork, but I bought it nonetheless thinking it was maybe a holdsworth super mistral which deserved recognition.
I set to work looking for a name under the paint, and what emerged was Mal Rees. It was also clear the frame # had been filed off (presumeably to reduce turbulent flow over the bb).
I have my own ideas about the builder and exact vintage, but dont want to bias responses, so Im asking what year and builder would people put on this frame?

My guess would be mid-70s.

Hi, I would expect a serial number on the bottom bracket or dropout, that will date it, could be sixties or seventies, wraparound stay does look Holdsworth. Thanks Terry
