making panniers from dry bags??

Has anybody made there own panniers from dry bags and pannier spares?
(is it just me or are panniers a bit of a rip off?)

i use a rucksack held onto the rack pannier=style with a handi-strap and the clips on the rucksack itself. perfect really, as i can decide whether to use my road bike with the rack, or either of the other bikes without, and not have to repack everything.
