yes, hard to describe but I'll have a go. Peel back the rubber hood and you should see (look carefully) a bolt with an allen key fitting I think you may well see a groove heading towards the allen bolt on the side of the STI lever heading towards the bolt. ( I believe but may be wrong that the bolt is on the outer i.e. away from the headset side of the lever) Tighten this job done....
No need to remove tape as the rubber hood is not covered by the tape

You may need to loosen the cable at the brake end. Then pull the lever in. Look in the gap in the opening of the brake lever...towards the handlebar. There is a an allen bolt head facing you. Tighten that.
For non STI levers, the allen bolt is usually located inside the body - accessed by pulling on the brakes (from the front). Look inside and you'll see the cable pull and an allen bolt.
