Loose Headset..?

Why can a simple job tunr into a mightmare...?
I decided to flip the stem on my son Trek, somewhere in the process of this my son lost the 2 spacers, so we just dashed to Helfrauds. Have now fitted the,, but the headset feels a bit loose, when I lift the bike by the handlebars & give it a little wiggle there is a bit of movement that i'm sure wasn't there before...
Any ideas on what i've done wrong...? Or what I can do to fix it..?

Total depth of spacers should be such that top of stem (or top of spacer if one above stem) should come 2-3 mm above the top of the steerer tube (bit what's attached to the forks). Undo the top cap to see whether you have sufficient spacers.

Loosen the bolts that secure the stem to the steerer but leave stem in place. Still that small overlap ?

Still good ?
Put top cap on and tighten. Now tighten the stem bolts again.

I took 2 spacers off, where my son put them is still a mystery?
The pack i bought from Halfords had 3 in it, but as had only been 2 on in the first place I only used 2.
I needed to use all 3 spacers, the original 2 must have been wider than the replacements?

Just to clarify, only tighten the top cap until the movement has just disappeared but the steering is still turning freely.
Yep....
Had somneone bring a bike into the Project last week, he'd overtighten EVERY bolt & nothing would move

When all else fails - check the toilet bowl.
Honest mum, I thought they'd be safe if balanced on the toilet seat !

LOL!!
We lost the remote to the TV once, searched all the obvious places, no sign of it.
We had Freeview at the time, the remote was tiny & without it the box was useless, couldn't change channel, 3 hours after CBeebies had finished for the night, I was still staring at a blank screen I gave up & went to bed - The next morning the downstrairs loo overflowed & flooded into the kitchen & dining room.....
Thats when Cain remembered putting the remote on top of the cystern when he went to the loo/cleaned his teeth/got reday for bed!
