Quite right, in my view. She was totally out of order, dictatorially excluding elected parish councillors from a properly called council meeting, because she could (zoom call).
Lesson is: make sure the person setting up the call is 'under control' of the Chairman.

To be fair the report was more nuanced than that.
The reports, which were produced by an external investigator, said: "Faced with what were unusual and difficult circumstances, and the deep-seated issues underpinning those circumstances, we can understand why Jackie Weaver acted as she did, despite her action being without any formal footing in terms of appropriate process and procedure."

Good to see the investigator is such an 'understanding' person 'to be fair' Ian, and also that they met the ToRs for the inquiry answering the key question: "Did Ms Weaver have the authority to do what she did?" to which the answer was "No". Who knows what harm she has done to the credibility of local democracy? 
Anyway she's shared that, faced with the same "unusual and difficult circumstances" she'd break the regulations again (like the ferry bloke).
