The times are based on the average speeds anticipated. The middle figure is the best guess, and the other two are the maximum and minimum speeds anticipated. Obviously, a stage could be super-slow or super-fast but the organisers are very experienced and have a pretty good idea of what to expect.

The other time is when the promotional caravan (cavalcade) goes through ahead of the race.

Hampshire
The times are when the race expects to pass that point depending on what the average speed has been i.e. 38, 40 or 42kmh.The caravane is the publicity circus that goes through before hand.

So for VERSAILLEUX. The Caravane goes through at 1200 and the race any time between 1337 & 1345. Is that right ?

From my experience of trying to watch the Kellogg's Tour of Britain go over Holme Moss one year - get there early! A mate and I tried to drive over but the police had closed the roads over a mile away. We had to park at the roadside and run a mile to the foot of the climb and only got there just a minute before the race went past.

I imagine that the crowds for the TDF would be even bigger.

We hope to be out in the countryside, so hope the crowds wont be to big. But wise advise. Many thanks.
