I think that is pretty much standard on modern drop bar bikes. A step through type frame wouldn't be stiff enough to work properly as a fast road bike (I think).before i bought my bike i looked for a ladies road bike - all of them had the high cross bars? like a mans bike, what about us poor ladies that can't t our leg over

I think the only reason that ladies bikes developed the way they did, was for skirts, then it sort of became a tradition that that was the design of ladies bikes. In this day and age no reason to not have a top bar. ( I might get corrected on this though)
Thing is, if you are not as young as some, you are not so flexable, there is no way i could ride a bike with high crossbar :-(
