Well, for £12 I had to give it a try.
It was about 3 degrees today, so I had on karimore cycle leggins with a tracksuit bottoms on over the top, a campri base layer ,£8 http://www.sportsdirect.com/campri-thermal-top-mens-402136, and the jacket.
The base layer is excellent, I was warm enough but still reasonable dry, especially considering the lack of breathability of the jacket, the inside was soaked! As I knew I only had time for a short ride I didnt hang about and averaged 15mph, which is good going for me over 8 miles.
I think it would be good as a cold weather commuter jacket as I didnt feel the wind come through, but as a training jacket its just too sweaty. But I was probably asking too much of it.
Still, the base layer was good!
