José 80's steel frame - can anyone shed light on this?

I never search for frames on ebay as I've got all I need, but as if my magic I stumbled across this frame:

You'll notice that the measurements are unusual with the TT being 40mm shorter than the seat tube, but that's actually very close (only slightly larger/longer) to my custom Hewitt - hence the interest!

I can't find anything google-wise on a 'José' frame so wondered if anyone on here had heard of them and could verify if it's likely to be at least a moderate quality 531 frame?
 
It's nothing special, you can tell by the inferior lugs and cable guides. The 27.2 mm post does suggest that at least the seat tube is 531. But it's an odd mix, 126 OLND, vertical drop-outs, naasty top tube guides, lawyer tabs, strange geometry....

José isn't a brand so must be a previous owners name applied when the frame was restored. I'd have thunk that Jackson would have applied '531 restored' transfers if it qualified. Strange one. I don't like the smell of it.
 
I won that frame...

...and would be grateful if anyone can help identify it?
The number is U90809757.
It has a pump pimple on the head tube.
And I think the seat tube is for a smaller than 27.2 post.
