Jockey Wheels - when did they get so complicated ?

Ok so it has been a while since i replaced a set but I really need to.
Ordered a new set for my Sram Force bike - and this is what I got.

All looks ok at first glance - but look closer.
One screw barely reaches through the jockey wheel - let alone the front and rear cages it should screw into ?
Longer screw seems fine.

And then what's with the two discs with two holes in ? Surely you need the hole in the centre of the jockey wheel ?

Things seemed so much easier in the past...

Saw a video on YouTube the other night that featured jockey wheels with off centre axes, something to do with increasing derailleur capacity.
Not sure if these have the same designed function though.

8 minutes 40 seconds into video.
