Metal on metal shouldn't need any compound. Is there something stopping the clamp from tightening further? It might need a shim, easily made from a bit of coke can. Or sometimes putting a washer on the seatclamp bolt allows an extra bit of thread to be used.

ok..I'll try it before I use a shim...on the basis that eventually I suppose i'll need anothe rshim..then another as i suppose this is because th eseat tube is expanding with use?

you get a lot of different sizes, some very close. prob'ly just measured it approximately? (e.g. with a tape measure rather than calipers?) easy mistake to make. a 31.6 clamp will clamp a 30.9 post, but only if tightened all the way and then not securely.
