is this bike wortha punt ?

Im looking for a smaller frame as my current hack bike is too big as i find it hard to dismount , i have seen this on fleabay and it didnt even make its starting bid last time .
I know i would need to do some tidying up as a minimum on the frame
Is it worth a low offer say £45 ?

Pointing out there appears to rust under the paint further up.

I had the blue one, rode fine if a little dull,
The sit levers are worth that alone.
Buy it and use it.
Rub the frame down and coat with aluminium primer and topcoat.

My 2011 boardman went the same ,I had it blasted and resprayed and it's been fine.
I have seen a couple of carreras for around £80 too and been looking at the boardman frame for sale here but I'm worried about the seized seat post on that

I have seen another bike for more but a lot better,2021 with 8 speed microshift looks mint and £80.
I'm still tempted by the boardman frame still
