normally they fit a range of sizes so long as one of the sizes is mentioned then i would say yes , no doubt others would say no , but i wouldnt have a problem in doing it

it is better if the tube is a little smaller because if it was to big they tend to fold up inside the cover and over quite a few miles rub and then finaly wear them selves into a hole (not a good thing lol) so yes perfectly safe to do this.

I think it should be most say on the packaging what they got up to for instance 1.50 - 2.125

to use 175 tubes in 195 tyres or is that a no no?

A tubes a tube at the end of the day. I've even run 700c(28") tubes in 26" wheels and just folded over the excess. However a compromise on using an inappropriate size will effect puncture probability.
