You might think about getting an armband case and mounting it on your forearm rather than on the bars. I prefer it there especially when I am city commuting.
The build quality is absolutely fine. I get the point in the reviews about the mount slipping on the stem, but it's easily to rectifiy by mounting it on top of a small strip of rubber (e.g. a piece of gel handlebar tape) or, my personal favourite, No More Nails on a Roll double sided sticky stuff. I also got into the habit of sliding a cable tie over the case as extra security in keeping it shut, but that is probably just paranoia. Mine is fixed rock solid and I have never had any incidents with it. Not used it yet in the rain but the rubber seals look very sound.
