Are both these tubes suitable for 700x25 road tyres?

I'd prefer the 18-25 for 25 tyres, easier to fit in the tyre without risk of pinching and easier / more compact to carry too if they're spares for on the road!

My Felt road bike came with 25c tyres, but the tubes inside were stamped as 23C. In fact, 2.5 years, 11000 miles, 2 new tyres, and 1 new wheel later, that front inner tube is still the unpatched original!

C used to mean 40mm width IIRC, so 25c means a 25mm wide 40mm wide tyre...in other words, it's confused. Use the ISO ww-dia format (like 25-622) as much as possible.
 
It would be far funnier if 'c' was a Spanish nomenclature. Picture the scene, you walk into a Spanish bike shop and ask for a tube for a 700c tyre. "I want a tube for a tyre please, 700c", "Si'", "yes 700c", "Si' 700c", "erm, Si', 700c". Oh the endless hours of fun you could have.
