Inner tubes question please

Hi everyone,

I have just bought some 700cx28mm road slick tyres and now I need two new inner tubes. My local bike shop just stocks the one brand called "Specialized" for £5, which I hear is reputable. But my query is, should I go for the tubes where the sizing ends on my tyre thickness -"20-28" tubes, or should I go for the tubes that begin with my tyre thickness - "28-38" tubes. Do you think one would be more suitable than the other?

Or do you think it would be better to find an inner tube where my tyre thickness is more in the middle of the range?

The former, 20-28.You don't want to be storing extra tube material inside as this [in extreme cases] could lead to pinch flats.

If you're on the extreme end of tube/tyre size then the tube material will be stretched thinly. I cannot image a manufacturer would sell a tube that would fail if used in a tyre size that's listed on the box.
