Inner tube sizing

Following advice from many places, including this forum, I'm thinking a spare inner tube or two may be a wise investment, rather than having to rely on patches by the roadside. My tires are 700x28. From a quick google, it's clear that inner tubes are made to fit a range of sizes (just like socks).

So my question is... I've seen two ranges of inner tubes that seem suitable, 23-32, and 28-38 (or similar depending on brand).

Would I be right in assuming the 23-32 would be preferable, as the 28 is bang in the middle of the range? What would happen if I bought 28-38 size? Would there be any noticeable difference?

Also, while I'm here, is there any particular brand/type of inner tube that come highly recommended or are they all much of a muchness?

Both of those will be fine with no noticable difference.
And yes innertubes are much the muchness.
I usually buy tubes that are cheapest on offer at the time.
Halfords, Continental, Michelin, Vittoria.. I don't care. I'm an inner tube tart.
 
Personally I would go for the 23-32 as I find them easier to manipulate while fitting, however, as mentioned by Ianruk, they'll both fit.
Like Ianruk, I am also an inner tube tart ans will buy this on special.
