You could argue that the brakes were essential safety equipment.... I'm guessing the handlebars could be classed as the same...

In all seriousness though, I don't know what the full exemptions to the scheme are. Might be worth going to LBS to see what they know about the loopholes... Maybe they could build it to spec for it and then sell you the whole bike, rather than try and buy all the parts?

You can buy components and clothing on c2w you don't need to buy a bike

Yes, I spoke to my local shop. The only hurdle is the fact that my company don't do the scheme yet, but that is about to change. I should hopefully have something in the spring.
