When I got my bike last year, I also bought a rack, which, if memory serves correctly, is one of these:

...and a pair of Ortleib Back rollers.

I don't use them that often, but I find that when I do, my heels kick the panniers. I've got large-ish feet (size 10), but not extraordinarily so. The panniers are as far back as I can slide them, and at the moment the rack is level - if I extend the bars that attach to the seat post, it'll simply rotate around the seatstay bracket and end up on the wonk!

The rack looked pretty standard compared to the others in the shop - not particularly small. Is anyone aware of a longer rack which would let me shift the panniers back while keeping the rack level? They probably only need to go back about 2 inches.

After a bit of googling, the obvious question is 'Have I slid the clips forward as far as they'll go?' to which I reply 'I think so, but I'll need to check when I get home.'

I mustn't do up the one half way down the pannier enough as it gradually moves forward till my heel starts to hit it. But at least with Ortlieb's it's easy to adjust it again.

It is the bike frame, not your pedals, rack or the panniers. Standard non-touring bike frames don't have long enough chainstays for fitting panniers. Proper touring bikes have long chainstays for exactly that problem. If you look at a modern racer, you'll see you can't even get a finger between the tyre and the seat tube. On a tourer, you can fit a fist, or more.
