How to secure a covered bike?

So, I bought my first road bike and I live in a tiny 1-bed flat. The Missus doesn't want the bike in the flat and I can understand it. There is literally no where for it to go. The only wall space to prop it up is against a radiator, so I have to move it every time we have the heating on. We're both getting tired of it.

We have a back door to the flat which goes out to the fire escape stairwell. We are on the top floor so have no stairs above us, only below. This is the most suitable space for the bike but it is also exposed to the elements. Therefore I need a cover. But I also want the bike secure. There is a rail about saddle height which I locked my previous bike to.

Three questions?

1. What is the best way to cover my pride and joy? The slip over cases seem a little light weight. Full on travel bags are overkill and involve taking the wheels off. I need something in between - fully covering the bike, but quick and convenient.

3. Lastly, has anyone managed to fully cover a bike and secure it? I imagine the lock would expose one side of the bike to reach the rail? Which defeats the object of the cover.

Has anyone got a clever solution to this?

You could try one of these, which might work. At present one of my bikes is out side without a cover, and seems to be fairing well, but then it have been a dry year so far.

The simplest and cheapest method is a large tarpaulin (plastic sheet) held down around the locked bike using bungee cords.

This can be totally wind, rain and anything else proof. I kept 2 bikes like this for 2 and a bit years in our previous garden, and only got rust on wheel nuts.
