How to Seat a tyre in the rim?

At one area of my tyre is more inside than the rest of the tyre.

I exhausted all trick that I found so far which are;

Washing up liquid
Inflating more than maximum allowed
Baby powder
Inflating 10 or so psi at a time and working the tyre into the rim.

The tyre is not resting on inner tube and the area of issue is not at valve area. Its a continental tyre and alloy rims.

Anybody got any other tricks?

Not 'tricks' but.
Mark on tyre wall and on rim where it's not seating properly. Take tyre off and rotate 45+ degrees and refit (but with mark on tyre not aligned with valve). Is the tyre now seated properly? Yes = sorted. No = where is "one area of my tyre is more inside than the rest of the tyre" now? Is it where the mark on the tyre is or is it at the mark on the rim?
If tyre, swap front and rear tyres. If rim, try different make of tyre.
