How to fit rear lights to the pannier rack?

Something which I am worried about.

I currently use a cateye and a cheap LED light on the rear (LED is very bright though). I was wondering how to attach these to my pannier rack as my pannier will be blocking the current positions of them (on the seat tube).

Fossy posted a picture of his setup on a thread in Commuting but I am still struck as to how to attach them.
Should I just pad the clamps with more rubber slits? Or is there a better way of doing things?

I made this from a strip of aluminum and some wire rope clamps:

The rear light is well out of the way of the pannnier when fitted and allows instant access for installing and removal as well switching it on and off. The light is also out of the spray line from rain water being lifted by the tyre
