How to check frame & wheel size

Hi,
I recently purchased a second hand Probike City Discovery and the rear wheel is buckled but I don’t know the size, is the wheel size the same as the dimensions on the tyre and how can I check the frame size please?

The wheel size will be the same as the size on the tyre e.g. if it says 700C on the tyre it's a 700C wheel. The frame size is usually measured from the middle of the bottom bracket to the top of the seat tube. If you have a buckled wheel it doesn't matter what size the wheel is to a bike mechanic.....he'll true it and fix any broken spokes irrespective of size.
